NTSB Releases Factual Reports in Ongoing Line 6B Investigation  

    Enbridge appreciates the hard work and due diligence of the National Transportation Safety Board (NTSB) relating to the July 2010 leak.  We have been actively working with the NTSB and immediately reviewing and addressing concerns as they have been raised. 

    As part of its ongoing investigation into the July 2010 accident on Enbridge’s Line 6B in Marshall, Michigan, the NTSB has begun to release factual  documents related to the investigation.  The documents include “Group Factual Reports” that contain factual findings in respect of various aspects of the accident.  The NTSB continues to work on its final report which will provide the agency’s analysis of these facts and circumstances and arrive at their determinations as to probable cause and contributing factors of the leak and circumstances around it.   Until the final report is published, we do not intend to pre-empt those findings by commenting on specific details.

    Enbridge has already implemented, in 2010 and 2011, appropriate operational and procedural changes based on our own internal investigation. The findings in the NTSB factual reports posted to date are generally consistent with the findings in the Enbridge Report.  Having worked cooperatively with the NTSB we are aware of their findings, but will continue to carefully examine the NTSB factual reports to determine whether any further adjustments are appropriate.  Enbridge believes that at the time of the accident it met or exceeded all applicable regulatory and industry standards in its operations. As a result of our detailed investigation into the accident, and as part of our ongoing continuous improvement efforts, we have taken steps to address lessons learned and make incremental improvements aimed at preventing a similar accident from happening again in the future.

    Safety has always been core to our operations.  We have reviewed our processes and procedures since the Line 6B incident, and we have enhanced our focus on the safety and integrity of our operations even further.  For example, we have made several changes to the structure and leadership of functional departments such as pipeline control, leak detection and system integrity.

    Enbridge has taken full responsibility for the incident since the beginning, pledging that we would address the impacts of the release on the natural environment and would address the financial and other needs of individuals and businesses in the community.  We have completed remediation of the release area and the Talmadge Creek and continue to work closely with Michigan state and U.S. Environmental Protection Agency (U.S. EPA) officials on the final work in the Kalamazoo River.  In fact, cleanup, under the direction of the U.S. EPA has progressed to the point that a section of the river is now open for recreational use.
